Bio

In November of 2025, Cindy Ellis joined the Kansas Office of Primary Care and Rural Health (SOPC-RH) as a Grant Analyst. Her duties include Manage Medicare Rural Hospital Flexibility Program (Flex) and State Office of Rural Health (SORH) grants management as well as assisting staff with Small Hospital Improvement Project (SHIP) grant, Primary Care Office (PCO) grant, State Loan Repayment Program (SLRP), and Community-Based Primary Care Clinic Program. Previous experience includes working with state funded loan repayment programs and the SLRP at the Texas Higher Education Coordinating Board for over 8 years; and almost 15 years with the Texas Primary Care Office as a Program Specialist. At the TPCO she worked with NHSC, Nurse Corps, Designations; and PCO Cooperative Agreement applications and reports. During this time, she also was involved in various collaborative efforts with the TX SORH, the Primary Care Association (PCA), the Area Health Education Centers (AHECs) and many other stakeholders. She brings 23 years of experience in primary care and rural health to her current position.
